In this report, we explore the conditions for Norway to engage in the production and use of solar photovoltaic (PV) technology, both nationally and globally. To analyze the Norwegian conditions, we perform an innovation system analysis of the Norwegian PV industry to identify strengths and weaknesses.
The report looks at the Norwegian PV industry and the conditions it faces both nationally and internationally. The report shows that the Norwegian solar energy industry is growing and that it is highly varied. Strengths in knowledge development, and barriers for market formation and mobilization of financial resources are identified.
In contrast to many European countries, Norway does not have fossil power plants that need to be replaced by renewable electricity production. Norwegian hydropower is currently so cheap that power companies do not consider it attractive to build solar power plants in Norway.
